| This progam is a comprehensive program of state scholarships, and is open only to Louisiana residents. Any graduating high school student who achieves a specified college-preparatory curriculum, and who scores at or above the state average (not less than 20) on the American College Test (ACT) is eligible to recieve free college tuition through the TOPS program. | |
