| This program is open to West Virginia residents who are U.S. citizens or permanent residents. Applicants must be enrolled or accepted for enrollment in a certificate, associate, or bachelor’s degree program on a part-time basis at an eligible West Virginia institution, including a community college, a technical college, an adult technical preparatory education program or training, a state college or university, an independent college or university, or an approved distance education program (including web-based courses). They may not have been enrolled in a high school diploma program, other than a GED program, for at least two years. At the time of application, they must be making satisfactory academic progress as determined by the institution. In addition, they must be eligible to participate in the Federal Pell Grant program, demonstrate financial need, qualify as an independent student according to federal financial aid rules, not be in default on a higher education loan, and demonstrate that they have applied for, accepted, or both, other student financial assistance in compliance with federal financial aid rules. | |
