| High school graduate under the age of 23 or a graduating senior with a permanent address in Winnebago County planning to pursue a two or four-year degree at an accredited college, university or trade school who demonstrates, through their community involvement, a strong commitment to improving the quality of life for people in their school, community and county. Minimum GPA of 2.75. Students may reapply for this scholarship in subsequent years. | |
