| Applicants must currently be in foster care or have been in foster care at the time of their 18th birthday or high school graduation. Both parents must be deceased. Applicants must be enrolled full time at a 4-year college or university and entering their sophomore, junior, or senior year. Selection is based on academic record, recommendations, an essay, extracurricular involvement, and other personal achievements. Finalists are interviewed by phone. | |
